Job Description
An opportunity to join one of the UK's leading Train Operating Companies as N etwork Development and Track Access Manager. You will be responsible for ensuring the company has the appropriate track access arrangements with NWR and LU to complete train plans.
You will ensure that the company has strategies established to provide necessary on train capacity and enhanced revenue driven through the timetable, in the most efficient possible manner, to meet passenger expectations and future budget decisions. Providing cost benefit analysis with respect to timetable changed inc. drivers, capacity, mileage and revenue to enable optimal investment and change decisions.
Key responsibilities for this Network Development Manager role:
- Responsible for the strategic planning, identifying opportunities and threats, including developing a detailed understanding of the proposals and developing ideas for future infrastructure investment that will enable the company to achieve their strategic objectives.
- Develop responses to Network Change consultations, ensuring all of the internal department's concerns' are taken into account.
- Lead track access contract changes and supplementals with NWR, the ORR and London Underground.
- Provide financial claims through the track access contract to NWR and LU for network change.
- Responsible for leading on Capacity Planning which includes ensuring that a short and medium term train capacity plan is in place for any fleet cascade and a long term train capacity plan is in place for any new battery or hybrid fleet.
- Support the Business Planning Team in negotiations with the DFT over changes and derogation to the Train Service Requirement (TSR) and Train Formation Capacity Plan (TFCP), whilst ensuring the requirements are met as laid out in the National Rail Contract (NRC).
Key experience required for this Network Development Manager role:
- Minimum 1 year experience within railway contracts and/or operations, with a comprehensive understanding of all aspects of track access and the network code.
- Knowledge of Planning Systems desirable
- Proficiency in Microsoft Office applications, with strong Excel skills.
- Excellent communication skills, both written and oral, are required together with good numeracy and an eye for detail and accuracy.
