Job summary
gtd healthcare is one of the largest, not-for-profit, NHS commissioned primary and urgent care providers in North West are recruiting for a Health and Safety Manager who will be a key member of the governance management team, with specific responsibility for leading and facilitating the further development of health and safety (H&S) across the organisation.
As a Health and Safety Manager, you will support and advise the organisation on health and safety, and environmental, matters including clinical and non-clinical areas and to be a point of contact and competent advisor to staff and managers in this regard. The post holder will support staff across gtd healthcare to implement, monitor and coordinate the management of health and safety systems and processes.
The post-holder will work closely with staff of all seniorities, to provide leadership and advice to gtd staff ensuring all aspects of health and safety are addressed.
The Health and Safety Manager role presents the opportunity to join a governance team who are committed to continuously improving, adapting and trialing new and innovative ways of working with a focus on quality improvement and learning lessons to ensure the provision of safe, high-quality care.
This role is open to applicants who would like to work either full-time ( hours per week) or part-time (30 hours per week).
Main duties of the job
1. Enhance the provision of healthcare to patients through support of the delivery of gtds quality and health and safety agenda.
2. Provide leadership and professional advice to staff, Senior Managers, Executive Management Team, and Board on health and safety (and environmental) issues.
3. Develop a programme of health and safety workplace assessments across the organisation to ensure we meet our statutory requirements.
4. Conduct H&S audits of all gtd service locations.
5. To work with and advise all staff groups involved in a wide range of clinical and non-clinical services playing a key role in promoting the health, safety and welfare of all employees.
6. As a health and safety specialist, take a lead role in implementing, developing and monitoring gtd-wide health and safety issues in order to develop a positive health and safety culture and to meet statutory and legislative requirements and Care Quality Commission (CQC) standards.
7. Source, interpret and apply new legislation, approved codes of practices and other forms of health and safety guidance, including how they will impact our services and how to implement organisationally.
8. Support the production of health and safety risk reduction/risk mitigation strategies in conjunction with organisation wide groups/committees, based on available incident data.

Job responsibilities
Keyduties and responsibilities include:
20. Enhance the provision of healthcare to patients through the delivery ofgtds quality andH&S agenda.

22. Develop and implement gtds Health and Safety Policy (including other associated policies andprocedures).
23. Develop and implement a programme of H&S workplace assessments andaudits across the organisation to ensure we meet our statutory requirements.
24. CompleteH&S audits of all gtd sites.
25. To carry out organisation-wide H&S risk assessments and assist gtd staff to completeH&S risk assessments for their areas/sites.
26. To ensure all sites/services have suitable and sufficient riskassessments relating to fire, legionella, asbestos etc.
27. To ensure all sites/services have an Electrical Installation ConditionReport, Portable Appliance Testing records, and gas safety service and testcertificates.
28. To work withand advise all staff groups involved in a wide range of clinical andnon-clinical services playing a key role in promoting the health, safety, andwelfare of all employees.
29. Taking a leadrole in implementing, developing, and monitoring gtd-wide H&S issuesin order to develop a positive H&S culture and to meet statutory,legislative, and Care Quality Commission (CQC) standards.
30. Source,interpret and apply new legislation, approved codes of practices and otherforms of H&S guidance, including how they will impact our services and howto implement organisationally.
31. Ensurecompliance with Control of Substances Hazardous to Health 2002 (COSHH).
32. To oversee all H&S requirements relating to buildings (includingfire safety, water safety etc) in-line with government legislation includingleased buildings as tenant.
33. MaintainH&S knowledge and competency through membership of a relevant health andsafety professional body (IOSH and /or IIRSM) and CPD linked to the membership.
34. Support theproduction of H&S risk reduction/risk mitigation strategies in conjunctionwith organisation wide groups/committees, based on available incident data.
35. Produce regular reports for Board, Commissioners and internalcommittees which reviews H&S accidents and incidents for key trends andthemes, lessons learnt both positive and negative and changes topractice/service.
36. Support organisational responses to external bodies ensuring that allinformation is quality checked and H&S incidents rated in accordance with gtd's risk matrix beforecirculation, incident reports, action plans and the submission of evidenceas required for regulatory purposes.
37. Contribute to the effective integration of H&S with other quality,governance, and assurance initiatives, including inquests, litigation andcomplaints.
38. To facilitate the identification of risks arising out of H&Sincidents requiring entry onto the organisation's risk register.
39. Working effectively with individuals in other agencies to meetorganisational needs.
40. Participate in gtds On-Call Manager rota.
Health& Safety Incident Management
41. Support/conduct effective incident investigations at an appropriatelevel, using techniques and methodologies as necessary.
42. Work with thePeople Services Team to ensure the reporting of RIDDOR incidents to the Healthand Safety Executive (HSE).
43. Ensure that H&S incident themes are regularly reviewed, and whereappropriate, take necessary action to address the themes.
44. Be able to liaise and work with the multi professional team in thereview of incidents and be able to speak to staff, patients, and relatives whenthey are involved in H&S incidents within gtd.
45. Support H&S review meetings, ensuring actions identified areimplemented and followed up.
46. To ensure that debriefing is available for staff involved in H&Sincidents where appropriate and that they are offered individual feedback.
47. Ensure that actions identified from incident investigations aremonitored for progress of implementation and reviewed for effectiveness.
48. Collaborate with partner organisations for joint reviews andinvestigations.
49. Liaise effectively with insurers when claims are brought against theorganisation and assist with their investigations.
GovernanceTeam
50. Deputise for Head of Risk and Safety as appropriate, ensuringcontinuation of the governance team functions.
51. Contribute to the effectiveness of the team by reflecting on your ownand the teams activities and make suggestions on ways to improve and enhancethe teams performance.
Educationand Learning
52. Work with all gtd services and individuals to enhance understanding of H&Smanagement and to embed learning from H&S incidents arising both internallyand externally to the organisation.
53. Lead the delivery of H&S training across the organisation(including general H&S, fire safety, fire marshal/warden, water safety,COSHH, waste management etc.).
54. To build, develop and maintain information resources pertinent toH&S.
55. Contribute to the development and dissemination of evidence-basedpolicies, protocols and guidelines linked to H&S.
56. To be responsible for the efficient dissemination of H&S relatedinformation across the organisation.

67. Degree level qualification or equivalent experience working in H&S.
68. NEBOSH qualification and/or NVQ Level 5 in Health & Safety (or working towards).
