Job Description This position supervises and coordinates the operations of the accounting unit within the Local Departments of Social Services. Supervises accounting unit such as Fiscal Assistants, a unit with several accounting functions, or a combination of office, fiscal and administrative support staff.
Oversees the preparation of accounting records and reports, to include agency payroll process and submission. Other accounting duties, to include agency W-2’s, payroll withholding taxes and submissions; Prepares some reports and reviews and approves reports; supervises and trains fiscal and administrative support employees; Plans, coordinates, assigns and reviews work of employees; Counsels and evaluates employee’s performance and recommends personnel action; Reviews, monitors and analyzes accounting records, current and prior; Oversees or performs posting and verification of the accounts payable and accounts receivable ledgers for the department; Generates reports for informational purposes; Ensures accuracy of payments within the guidelines of State/Federal reimbursement procedures; Participates in audits, responds to audit findings, and takes appropriate corrective action if required; Analyzes and interprets regulations; and provides recommendations to management. Minimum Qualifications Working knowledge of: Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standards; governmental accounting and financial reporting; personal computer operations, systems and procedures; and supervisory principles, practices, and techniques.
Skill in operating personal computer, associated business and agency software including spreadsheets, calculator, and other office machines.
Demonstrated ability to: plan, coordinate, assign, and review work of employees; prepare financial reports; perform research, analysis and interpretation of financial information and make recommendations; communicate effectively both orally and in writing; establish and maintain effective working relationships with others; and to train other employees.
High school diploma supplemented with post-secondary coursework in office or business administration, accounting, computer science or related field, and related administrative or supervisory experience personal computer and associated business and agency software to include spreadsheets or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Preferred Qualifications Supervisory experience or work experience in a leadership role.

Possession of a bachelor's degree in accounting.
Knowledge in public assistance and social service programs. Special Requirements Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and fingerprinting.
The investigation may include fingerprint checks (State Police, FBI), local agency checks, employment verification and references, verification of education (relevant to employment), credit checks (relevant to employment) and other checks requested by the hiring authority.

May be required to report for shelter duty during community disasters and/or emergencies.
