Description & Requirements
On behalf of Network Rail, we are looking for a Commercial Officer - (INSIDE IR35) for a 6 month contract working on a hybrid basis with an expectation of 3 days attendance at the Basingstoke office.

This role relates to the Commercial Manager position for Ops & Maintenance across Network Rail’s Wessex Route based out of the Basingstoke office. The role involves supporting both the Inner & Outer DU’s on the Wessex Route, with attendance at each DU encouraged to support business partners and stakeholders based at these locations.
In terms of some of the day-to-day tasks, you will be required to carry out the review of payment applications on a periodic basis, produce Contract Orders for new works, and Employers Instructions for any variations to scope or price as required. Other tasks include carrying out Cost of Work Done reporting, supporting with the tender process, and leading the Commercial evaluation of tenders for contracts under your portfolio.
As a Commercial Officer - (INSIDE IR35), your main responsibilities will include:
* Providing post-contract commercial management and specialist commercial advice to maximise opportunities and mitigate risks.
* Supporting functional teams in monitoring breaches of corporate governance.
* Managing cost reporting of all allocated accounts within the Network Rail reporting framework.
* Monitoring and reporting on all commercial aspects of allocated accounts.
* Reviewing contractor delivery and attending progress meetings.
* Managing assessment and valuation of contractor’s applications and processing payment certification.
* Providing proactive advice on all change including proposed scope changes.
* Producing applications for payment/invoices to outside clients.
* Identifying and advising on all commercial risk/claim events.
* Producing appropriate commercial correspondence and contractual notices.
* Undertaking final account settlements and internal reconciliation for contract close-out.
* Supporting demonstration of efficiencies and continual improvement of estimating.
* Supporting with pre and post contract procurement activities.
* Providing support to estimating resources and negotiating all prices under existing contracts/framework agreements.
Essential:
* Extensive experience in commercial management.
* Good negotiation skills.
* Stakeholder Management.
Desirable:
* RICS / MCIPs / CIPS.
* Experience of using Bravo / Jaggaer.
* Knowledge of the new transforming public sector procurement regulations.
* NEC experience.
* An understanding of the railway industry.
