Salt are currently partnered with a Local Authority in Central London who require a Project Manager to implement a new eContract Management System for a 5-month rolling contract.
The role is INSIDE IR35 & paying a maximum of £400 per day.
Background and Context:
The Council has used an eSourcing portal for the past ten years to manage procurement activities and a contract register. In order for the Council to have greater control over it’s contracts a new eSourcing and eContract Management portal has been procured and is in the process of configuration.
In autumn 2023, the new Contract Management Framework was launched which provided more detailed guidance on how to effectively manage contracts.
Where the eSourcing element of this configuration is largely like for like, the eContract Management module is brand new to the Council and its Contract Managers. The design of this module is complete, and Contract Managers are being kept appraised of developments.
The purpose of this role is the planning and execution of the roll out of the new eContract Management system provided by Jaggaer. The actual design of the portal is complete and is in testing, with a go live anticipated for June/July 2024.
Success will depend on your professional credibility across a range of stakeholders at all levels, including lead commissioners, senior managers, buyers, contract managers, budget holders and others who use our systems for procurement and contract management.

Specifically, you will:
1. Be accountable for the roll out of the new eContract Management system to circa 300 Contract Managers in devolved departments across the Council, supported by the Commercial Manager – SRM & Innovation to whom this role reports into.
2. You will help guide and shape key performance indicators that can be loaded into the new system, to report on electronically.
3. Represent the Procurement & Commercial Service in collaborative discussions or forums relating to the development of the eContract Management system and feed back lessons learned and continuous improvement opportunities.
4. Provide users with effective and easy to use processes for contract management using the Westminster Contract Management Framework.
5. Ensure that user experience is a key consideration in all aspects of process development and use and seek to improve this experience.
Experience
6. Strong change management skills.
7. The development and implementation of business processes that have optimised sourcing or contract management operations.
8. Led eProcurement (sourcing, contract management, P2P) systems through scoping and needs identification to implementation.
9. Application of performance management.
10. General awareness of Procure to Contract processes.
11. Knowledge of the public sector procurement and contract management process would be beneficial, but not essential.
