Strategic Asset Management & Investment Manager

We are currently looking for a manager to to make strategic leadership and management of the council's operational and non operation estate.
Strategic long-term decision-making on the deployment of the Council's capital works budget, exercising strong professional judgement to ensure that investment decisions are based on a strategic view of opportunities, priorities and risks. To oversee the development and implementation of Strategic Asset Management Plans, including disposals, acquisitions, and Community Asset Transfer.
Location: Civic Offices, Angel Street, Bridgend, CF31 4WB
Hours: Monday - Friday 8am-5pm (37 hours per week)
Duration: Temp
Hourly Rate: £27.78 per hour weekly pay
Requirements:
1. Professional Member of the RICS (Chartered Surveyor)
2. Relevant Property related Degree
3. Programme/Project Management
4. Direct experience of leading on complex and high profile cases, and managing a significant caseload in the public sector.
Key Responsibilities:
5. Provide property expertise to support and enable effective and successful Community Asset Transfer processes to deliver Council targets.
6. Lead the establishment of a portfolio of development projects and investment properties, to drive maximum financial returns from the Council's property portfolio. Lead efforts to identify and develop further investment or regeneration/development opportunities through acquisitions/disposals, redevelopment/reinvestment and joint ventures with investors/landowners.
7. Lead the establishment of a portfolio of development projects and investment properties, to drive maximum financial returns from the Council's property portfolio. Lead efforts to identify and develop further investment or regeneration/development opportunities through acquisitions/disposals, redevelopment/reinvestment and joint ventures with investors/landowners.
8. Lead and deliver major property change initiatives and projects, which identify significant opportunities from the Council's existing property portfolio and third party landholdings, to develop land and property for operational and commercial purposes, using project management techniques and methodologies, and to meet the Council's corporate and service aims and objectives.
9. Authorise and agree terms for the disposal of assets to an individual value of £500,000 and a total approximate value of £5 million per year. Authorise and agree terms for acquisitions of any value, in the capital programme.
10. Provide strategic input into broader Council initiatives/workstreams including transformation activity, the Local Development Plan, Public Health Programmes, Regeneration/Economic Development activity, Housing Development.
11. Provide direction on property matters to officers across the Communities Directorate, in the exercise of the Council's statutory responsibilities, for example for flood risk management, planning, highways.
12. Lead the engagement with services and partners to provide property input into the development of new delivery models. In particular, work in partnership with chief officers in South Wales Police and ABMU Health Board, to facilitate inter-agency collaboration on property development.
13. Develop and implement transformational change with the LEA and schools, spearheading a culture of compliance and efficiency in the management of the school estate. This will involve proactive working with headteachers, establishing and delivering support (in the form of training, technical advice, and procedures to followed by PRPs) as well as devising enforcement processes with school governing bodies, to achieve a step change in management of the schools estate.
14. Using best practice, ensure that appropriate data management systems, policies and procedures are in place and are being implemented by others to verify that Council buildings and associated operations are adhering to statutory and regulatory compliance (asbestos, legionella etc), health and safety, fire risk and evacuation and disaster recovery etc across all Council properties.
15. Develop, promote and maintain close working relationships with stakeholders in the commercial property sector, including developers, land agents and other property professionals, to ensure that the Council has a strong up to date appreciation of market conditions and development opportunities
16. Deliver delegated managed budgets on target, including the delivery of any agreed savings and efficiency's targets.
