At the heart of this strategy is the development of a new secure cloud platform that will support the system in this. The Data Hub Service Manager will beresponsible for the management and delivery of the Data Hub services to the Integrated Care System, ensuring that the solution is delivered in accordance with agreed policy, process and service level agreements.
Main duties of the job
The post holder will act as the process owner for key processes relating to this solution including Change, Problem, Incident and Asset management. The role will include, but is not limited to;
1. Customer relationship management - ensuring the service meets expectations, fostering engagement and good relationships across the ICS to enhance the service provided by the Data Hub Coordination of use case capture and development of those use cases into business, functional and technical requirements for approval and prioritisation, progressing this through to delivery. Management for the data hub infrastructure, support and maintenance contracts, working with internal and external partners as required. KPI reporting - demonstrating the performance of the service in support of ICB/ICS requirements. Developing the roadmap and strategy including the identification of new requirements or opportunities for development of the data hub based on emerging deficits, changes to best practice or national policy. Day to day financial management of the Data Hub and ensuring efficiency in operation of the platform and service. Ensuring continual review of Data Hub operations, policies, procedures, access and audit.

You will be working within the Insight and Analytics team comprising of approximately 30 informatics specialists, supporting the Integrated Care Board (ICB) but with close collaboration with all our Health and social care partners across Norfolk and Suffolk.
This is an opportunity to be a part of the team at the start of our journey and to help shape and guide and develop our cloud platforms. The work is varied, and will cover a wide variety of skills and technologies. The team now largely work from home with occasional requirements to attend the office, but agile working is available. Operational
2. To oversee team members to deliver the requirements listed above; engage and liaise with key stakeholder, in particular: To support the delivery of day to day activities and projects. To manage team and drive delivery of a range of business initiatives and projects. To support the identification and sharing of best practice in employee engagement. To operate in a highly political and sensitive environment. Support the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits Lead the team through the allocation and co-ordination of project-related activities, collaborating with project managers to establish and embed key risk management and issue resolution processes.
Project Management
3. Development, maintainaince and attainment of the formal Data Hub project plan and associated events, ensuring the flexibility of the project if required to meet conflicting/changing requirements.
4. Responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources.
5. Coordinate and ensure all aspects of work within the team are appropriately allocated, well managed and delivered on time, helping to resolve day to day issues. Provide immediate, detailed support to all team members.
6. Sequence the activities in data and digital projects logically, effectively, and efficiently, incorporating any lessons learned from similar past projects.
7. Pro-actively and effectively manage stakeholders, respond to, and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.
8. Consider the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business.
9. Ensure that the projects maintain business focus, have clear authority and that the context, including risks, are actively managed in alignment with the strategic priorities of NHS.
10. Apply a structured change management approach and methodology for the impact of any change.
Financial and Physical Resources
11. Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.
12. Budget holder for assigned function/team, budget setting with the Head of Department. Responsible for ensuring adherence to the budget, ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.
13. Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. Placing orders and signing invoices, keeping mindful of budget limitations.
14. Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Head of Department, Steering/Reference Groups and others as required.
15. The post holder will be required to manage the data service costs aligned with allocated budgets and contribute to the evaluation of the cost of delivering use case requirements.
Staff Management
16. Responsible for the day-to-day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment, and where necessary processes such as grievance and disciplinary matters.
17. Responsible for an individuals development on the job and job performance management. Work in conjunction with supervisors and other managers to assess and manage confidential information about an individuals performance and capability development.
Information Management
18. Drafting reports summarising status on issues, appraising outcomes, and providing progress reports for the Head of Department.
19. Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project products.
20. Analyse, interpret and present data to highlight issues, risks and support decision making.
21. Develop, score and define backlog items that guide the team in Data Hub product enhancement or development.
22. Solve service-related problems, provide assurance, and make decisions to ensure business deliverable commitments.
23. Ensure the team have the information they need to support delivery of data solutions and wider use cases as appropriate.
24. Support future planning of analytics solutions aligned to use cases to ensure that developments are not evaluated without due considerations taking place.
25. Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
26. Work with partner organisations on the development of common data models, and ensuring ongoing improvements in data quality in support of Data Hub functions.
Research and Development
27. Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information

35. To facilitate the development of analytics specifications with customers that lead to the development of new analytical product or enhance existing products.

37. Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with Clusters and Sector priorities.
