Delivering a shift from an acute to a community-centred health and care system
Since July 2022, NHS Lancashire and South Cumbria Integrated Care Board (ICB) has held responsibility for planning NHS services, including primary care, community pharmacy, and those previously planned by clinical commissioning groups (CCGs).
As well as the chair and chief executive, membership of the board includes partner members drawn from local authorities, NHS trusts/foundation trusts, and primary care. The board also invites regular participants from VCFSE, local Healthwatch, Public Health, and adult and children’s social services.
Accountable to the people of Lancashire and South Cumbria and in charge of NHS money, NHS Lancashire and South Cumbria ICB will ensure that the strategies developed by Lancashire and South Cumbria Integrated Care Partnership become a reality on the ground.

We oversee the health and care services for the 1.8 million people living in Lancashire and South Cumbria. With a complex and challenging geography, and an extremely diverse population, we are supporting our partners and member organizations to deliver high-quality care across the region. Although our ICB is young, it is an exciting time to join our organization, as we have great ambitions and a clear plan to improve the lives of people living and working in Lancashire and South Cumbria.
Our vision is to develop a community-centric health and care system, delivering good outcomes with narrowing inequalities. We are looking for a Chief People Officer, who, as a key Board member, will work with the wider leadership team to ensure that our ambitions are met, providing professional insight, expertise, and system leadership, and keeping the interests of people living and working in Lancashire and South Cumbria at the heart of every decision that is made.
The incoming Chief People Officer will be a highly credible, enthusiastic, experienced, compassionate, and inclusive leader with significant experience in people leadership and development. You will need to have the ability to promote opportunities for transformation and innovation and, above all, you will be committed to supporting staff to provide the best possible services to the people we serve.
The new Chief People Officer will understand the value of a truly integrated health and care system, with a real determination to ensure that health and care services are joined up, recognizing the importance of working together with partners across Lancashire and South Cumbria for the benefit of our residents.
