Job Role and Responsibilities:
Our client are currently recruiting for a Building Risk & Compliance Advisor to work at Hampshire County Councils Universal Services Property team based in Winchester, Hampshire.
As part of your role, you will assist with the delivery of a strategy to manage risks relating to buildings under the responsibility of property services (with particular focus on building maintenance), providing the necessary assurance and evidencing through a structured approach of checking, monitoring, auditing, and reporting.
Ideally you will have a background in commercial building maintenance with statutory and non-statutory compliance integral to that. You will have experience ensuring that contractors deliver to keep your buildings safe and functional
What is the day-to-day of the role:
Undertake monitoring and auditing of scheduled work activities undertaken by contractors, relating to the built estate, with a focus also on FM hard and soft activities across Property
Services.
Utilise the Property Services asset management system (Concerto) within audits, to confirm evidence of compliance has been undertaken and saved. (Service records, certification, task
scheduling, sign off etc.)
Carry out operational reviews on near misses and incidents, providing end to end reporting.
Co-ordinate actions and review potential other risks across the built estate.
Identify trends and support Property Teams in finding the cause and solution to these.
The following section provides an outline of the working conditions that may be encountered in this role:
1. The role holder is required to travel to various locations within Hampshire [and the Isle of Wight or other local authority], and it is essential they have a current drivers licence and
access to a reliable vehicle on a regular basis.
2. This role is based in Winchester with a hybrid working arrangement consisting of office and home working and site visits, all to suit operational requirements.
3. Moving and Handling: Objects up to 5kg (less than daily basis)
Required Experience / Qualifications:
4. Substantial experience in building maintenance including good knowledge of technical standards.
5. Good communication skills – able to influence and make sound judgements in varied and complex situations.
6. Good organisational and project management skills – ability to manage workload within the teams objectives across a range of activities including some report writing.
7. IT literate, Microsoft Office 365.
8. Able to use own initiative, as well as work in a team environment.
9. Current driving licence, physically able to negotiate hazardous construction sites.
10. Basic DBS required
11. Desirable Qualifications, Knowledge, Skills and Experience:
12. Membership of relevant professional institute.

14. Understanding of Public Sector Environment and Public Value and challenges faced by the Sector.
