Information about the role
As a CHIS (Covert Human Intelligence Source) Controller, you’ll supervise and direct the recruitment and management of CHIS for WMCTU. Demonstrating a thorough knowledge and involvement in the use of law and procedures relating to RIPA, CPIA, Human Rights and covert policing methods, you will supervise covert resources in line with NPCC guidelines and RIPA.
You will supervise a team of both officers and police staff colleagues within WM CTU and be able to evidence excellent leadership skills. Previous experience in managing sensitive intelligence and managing covert resources in line with NPCC guidelines and RIPA is desirable, but not essential. Previous leadership of specialist staff is also desirable. We require a confident individual with excellent communication skills who can provide advice and guidance to both CTP WMCTU staff/officers and partner agencies. You should have a solid background in operational policing and be able to demonstrate effective communication when briefing colleagues and partners at all levels.
Responsibilities
1. To operate in accordance with the codes of ethics.
2. To manage existing CHIS in line with the codes of practice and RIPA.
3. To support handlers obtaining the most effective intelligence dividend from CHIS.
4. To prepare detailed applications for authority in relation to the deployment of CHIS.
5. Maintain appropriate tradecraft, to ensure the welfare, safety and protection of staff and CHIS.
6. Gather, record and disseminate intelligence and act in accordance with RIPA and CPIA.
7. Work closely with partner agencies and other WMP Departments in support of WMCTU objectives.
8. Liaise and advise with police officers and police staff around CHIS recruitment opportunities, externally and within the prison environment.
9. Develop and maintain a good knowledge of local, national and international issues, and its relevance to daily activity.
10. To respond to tasking identifying the most appropriate use of CHIS.
11. Manage finances and audit expenses.
12. Any other duties commensurate with the role.
