Job summary
The Dental Advisor role will be adentist with significant experience of practicing in NHS Primary Care inGloucestershire. The role is intended to support the ICB to engage with dentalclinical teams across the county, to listen to the views and ideas of thoseworking in dentistry and in doing so support the ICB to develop a place basedapproach to dental commissioning and delivery in the county.
From 1st April 2023 Gloucestershire ICBhas delegated responsibility for commissioning dental services (includingacute, community and primary care), general ophthalmic services andpharmaceutical services. The ICB is developing a Primary Care Dental Strategyfor the county which will take the elements of the NHS SW roadmap, namely,access, oral health improvement and workforce and ensure local delivery, inpart, by building partnerships with those delivering dental services inGloucestershire and with residents using local dental services.
Duration
The post will be for a 1 year term withthe opportunity to extend for up to one year. It is anticipated the postholderwill be included on the NHS Performers list and working in Gloucestershirecurrently.
Location
The post holder will be required totravel throughout large parts of Gloucestershire and flexible working isexpected. The post holder is expected to work clinically withinGloucestershire, the ICBs office space is Shire Hall.
Main duties of the job
The Dental Advisor will provide dentalexpertise to support the ICB to commission innovatively and support the ICB todevelop recruitment and retention plans to make flexible and efficient use ofdental skills & capacity available including developing a range of newoffers such as dental fellowships. The individual will ensure effective andregular interaction with patient and public groups in respect of feedback andconsultation on ICB proposed workplans. Above all, Gloucestershire ICB isseeking an individual who is passionate about what we do, with a positive andengaging approach to our primary care dental service users and staff.

Job responsibilities
The Key responsibilities of the rolewould be:
Establish and maintainrelationships with people working in dental clinical teams withinGloucestershire.
To listen to the views andideas of those working in dental clinical teams and in doing so support the ICBto develop a place based approach to dental commissioning and delivery in thecounty.
To work predominantly onbehalf of the ICB, across three of the ICB Localities, namely Gloucester City,Cheltenham, Stroud & Berkeley Vale, Forest of Dean, Tewkesbury with Newent& Staunton, and Cotswold.
To foster and create aculture of engagement across the Localities to continuously improve services.
Establish effectivecollaborative working to help ensure the ICB meets local and nationalpriorities and action plans.
Establish goodcommunication with key partners such as the Local Dental Committee (LDC) andHealthwatch and to support the ICB to build their relationship with keypartners.
Provide dental expertise tosupport the ICB to commission innovatively.
Present to the ICB feedbackreceived from dental clinical teams, NHSE, et al on clinical needs assessments,service delivery, quality, treatment outcomes, cost-effectiveness, and equityof access data; so that information may be used to inform ICB commissioningplans.
Support the ICB to developrecruitment and retention plans to make flexible and efficient use of dentalskills & capacity available including developing a range of new offers suchas dental fellowships.
Communicate with the ICBwhere a need for further education has been identified with suggestions on howthe need can be met.
Support the promotion of anopen and transparent policy of public engagement.
Ensure effective andregular interaction with patient and public groups in respect of feedback andconsultation on ICB proposed workplans.
To act as a champion forpatients and their interests in respect of the strategy development anddecision-making of the ICB.

Qualifications
Essential
1. Dentist with current GDC registration.
2. Currently on the NHS performers list in Gloucestershire
3. A dentist with significant experience of practicing in NHS Primary Care in Gloucestershire.
4. Experienced clinician with credibility and the ability to command the respect of clinical dental teams and non-clinical professionals.
5. Experience of developing, applying, and reviewing an evidence-based approach to decision making
6. Experience of active involvement in local, regional, or national strategy groups .
Desirable
7. Experience of partnership working between organisations.
8. To have a good understanding of integrated models of care across primary, secondary, tertiary and community care and appreciation of NHS contracting processes.
9. Practical experience in facilitating change.
10. Management/leadership qualification.
