What is the opportunity?
The role of Head of Client Asset Protection is responsible for the oversight and monitoring of the CASS and FSCS control framework for RBC in Europe. Effectively control and manage the Client Asset Protection function, creating a Centre of Excellence, and overseeing the CF10a’s in the respective legal entities.
This role also involves developing the Client Asset Protection framework that continuously assesses and mitigates failure to meet Financial Conduct Authority (FCA) CASS and Prudential Regulation Authority “PRA” operational rules across the UK business. This role is also responsible to act in a regulatory requirement method to address concerns from the regulators and develop effective controls across the business.
What will you do?
* Report to RBC’s governing body in respect of that oversight and chairing the Client Asset Protection Committee.
* Enable a read-across of emerging risk and themes surrounding CASS rules and FSCS protections, aligned to cover clients who portfolios span RBCELs business lines, ensuring stronger formal oversight.
* Ensure that RBC has a framework of controls and ability to report under the FSCS.
* To be the main contact point with Risk and Compliance Department to ensure Client Asset Protection rules across RBC in Europe’s operational business units are sufficient to ensure compliance with applicable regulatory requirements.
* Develop and implement a strong CASS framework that continuously assesses and mitigates failure to meet FCA CASS operational rules across the UK Business units while maintaining and measuring success.
* Manage reputational risk by ensuring appropriate structure, resources, procedures and controls are developed and maintained in compliance with regulatory requirements and company policies globally whilst challenging directors on their controls.
* Ensure the ongoing training and development of staff with local management on operating procedures and regulatory requirements.
* Seek out industry trends and applies extensive Client Asset Protection knowledge to ensure best in Class solutions.
* Select and build a high performing team consistent with a Centre of Excellence, leveraging individual capabilities and strengths.
* Maintaining a regional focus whilst supporting the global business-aligned Client Asset Protection strategy.
* Partner with all functions (Operations, Risk, Compliance, Network etc.) to ensure best fit in terms of ownership and accountability.
