Job Title: Maintenance & Projects Officer

Main Purpose of the Post:
To be the Maintenance and Projects Officer of Estates elements within the Estates & Facilities Directorate that provides the built environment and facilities therein that Autism Together operates services in.
To support with the oversight of maintenance management systems, procedures and to oversee repair requests within Autism Together improving communication, visibility of information, providing forward planned schedules and performance indicators.
To support with the development and oversee planned works, prepare small works specifications and schedules, to organise pricing, tendering and to liaise with any external contractors as required.
Provide assistance in overseeing the Statutory Compliance programmes and other E&F works functions as required
Responsible to:
The Director of Estates & Facilities.
Accountable to:
The Estates & Facilities Manager.
Relationships:
To establish and maintain good working relationships with all Managers, consultants, suppliers, contractors and external stakeholders.
Main Tasks:
Estates & Facilities
Due to the nature of the Directorate the post holder will be required to support the Director of Estate & Facilities and Estates & Facilities Manager in widely varied areas of activity.
Capital Projects
Autism Together will, as appropriate to the business, embark upon significant capital new build and refurbishment projects and the post holder will be expected to support the Director of Estates & Facilities in the execution of these projects, as well as overseeing and managing their own small projects where allocated.
The role is to include preparation of small works schedules, pricing/tender documents, tendering procedures/sourcing quotations for works, as well as overseeing the works on site and liaising with contractors.
To ensure all statutory consents, approvals and health and safety requirements are met for any capital project works.
Maintenance
* To support the E&F Manager in management and monitoring the maintenance request systems (database and software) and to provide liaison and information to appropriate management within the Client Services (Operations) Directorate.
* In the absence of the E&F Manager to organise workflow of the Estates & Facilities maintenance team and ensure that employees understand their duties or delegated tasks.
* To work to deadlines for the E&F Maintenance Team in ways that comply with the Autism Together’s plans and vision, communicating these to team members.
* To support the E&F Manager in monitoring work routines on a regular basis and report on performance of maintenance team members to the E&F Manager and Director of Estates & Facilities.
* To identify backlog maintenance and support the E&F Manager in planning these works through diary system.
* To support the E&F team in identifying maintenance trends in order to develop forward planned maintenance strategies and plans.
* To liaise with external contractors with regards to future and current planned works, this will include pre-commencement H&S plans, costings, specifications and working arrangements.
* To ensure best value in the procurement and maintenance of all goods.
* To support the E&F Manager in acting as focal point for all maintenance requests and organising works as directed by the E&F Manager or Director of Estates & Facilities.
* To monitor, develop and report to the Director of Estates & Facilities on key performance indicators and on all aspects of concern and developments with respect to maintenance within the organisation.
Health & Safety
* To provide appropriate support on all aspects of H&S to the Director of Estates & Facilities, E&F Manager and H&S Advisor.
* To keep up to date with current H&S legislation and relevant issues
* To complete appropriate reports and submit recommendations to staff and management.
* Investigate, monitor and report on any appropriate works, if necessary, in conjunction with the Director of Estates & Facilities, E&F Manager and H&S Advisor.
* To maintain the H&S reporting system in compliance with the requirements of the Health & Safety at Work Act. Check and monitor completions on software system in conjunction with the contractor list /gas and electrics compliance
Statutory Compliance
* To assist and support the E&F Manager with managing and monitoring all records and aspects of statutory compliance within the Estates & Facilities Directorate where required.
* To assist and support the Estates & Facilities Manager in tracking and monitoring both external and internal audits and statutory inspections ensuring these are completed, written and submitted with all corrective actions agreed within the mandated timescales.
* To organise and oversee any works following on from any statutory inspections as directed by the E&F Manager.
* Supporting the Director of Estates & Facilities and E&F Manager in making sure that Autism Together complies with outside regulatory and legal requirements, as well as internal policies.
* To stay informed about standards and regulation changes that will affect compliance, working with the Director of Estates & Facilities, E&F Manager and H&S Advisor to ensure all compliance checks, policies and risk assessments are in line with Statutory guidelines.
* To update all necessary records pertaining to the post.
* Report to and advise the E&F Manager on all aspects of concern and developments with respect to compliance or maintenance within the organisation.
Facilities
To assist as and when required in supporting or providing cover for the Facilities Supervisor with regards to any facilities functions of the organisation.
Insurance
To liaise with insurers (AT or 3rd party) in respect of the submission, administration and resolution of all insurance claims (property and motor) as directed by the E&F Manager.
To assist the Director of E&F in relation to the upkeep of the property insurance schedule.
Other:
* To represent Autism Together externally, at relevant meetings, and liaise with other agencies or colleagues.
* To undertake periodic mid-year property inspections to all Autism Together property, updating report schedules, supporting the Director of Estates & Facilities and E&F Manager in developing and maintaining the 10 year Forward Maintenance Plan.
* To provide routine reports as required by the Director of Estates and E&F Manager, or other internal and external stakeholders.
* To assist the Director of Estates & Facilities and E&F Manager with tracking and monitoring budget spend across maintenance and compliance works.
* Supporting the Head of Estates & Facilities in the review and management of all external contractors and suppliers.
* To manage tools and stock supplies for the maintenance team.
* To play a part in promoting the aims and objectives of the organisation, so as to increase public awareness and gain support for its work.
* Where appropriate, to undertake training conducive to personal development.
* To support any initiatives (organisation-wide or within the Directorate) that promotes good autism awareness practice and person-centred support.
* To undertake, following prior consultation, other duties, that may, from time to time, be specified by the Director of Estates & Facilities.
