Indirect Procurement Manager

Dynamic team leader required to develop and grow the Indirect Procurement Team. Able to drive supplier improvement, identify and manage commercial risk and work with the Indirect Commodity and Sourcing Manager to drive performance improvement through collaborative process improvement, metric/scorecard management and strategy development.
Location: Hybrid, ideally located near to Harlow or Glenrothes
Main Duties (Leading and/or Supporting):
1. Development through coaching, skills gap analysis and mentoring to grow the capabilities of the Indirect Procurement Team
2. Liaising with peers from other disciplines and businesses and the Functional SLT.
3. Sources, negotiates, awards and documents purchases for indirect services, and supplies.
4. Performs or supports cost and price analysis, develops negotiation strategies, and leads negotiations in order to create value for money outcomes for procuring goods and services.
5. Support early supplier identification and engagement for new business opportunities.
6. Utilises source selection techniques (best value, Total Cost of Ownership etc.), performs cost analyses, conducts negotiations, and identifies supplier risks.
7. Provide risk and opportunity analysis for introduction of new suppliers to mitigate risks with regard to early supplier decisions.
8. Ensures that requirements (prime contract, quality, terms and conditions) are properly communicated to suppliers.
9. Manages supplier performance to cost, schedule and quality requirements.
10. Interfaces with internal and supplier cross-functional organizations.
11. Assists in the development of tenders and agreements.
12. Executes to customer requirements including government regulations, public law and Raytheon policies and procedures.
13. Works with suppliers and other stakeholders to achieve collaborative partnering and strategic relationship management to deliver value for the organisation
14. Contribute to the creation of business capture strategies by recommending strategic choices to improve the organisation’s short and long term performance
15. Actively promotes the contributions that the function can make to achieving corporate objectives across the organisation, with stakeholders and with the supply chain
16. Continually assesses and promotes sustainable and responsible procurement, including social, cultural and diversity values in the organisation and throughout the supply chain
17. Facilitates relationships between functional organisations and suppliers.
18. Utilises project management skills and techniques when managing suppliers.
19. Initiates and participates in supplier assessments and development activities.
20. Produces support data or business cases/ briefing materials for management reviews
21. Participates / leads supplier assessments and supplier development activity teams, including the administration of appropriate due diligence activity
Candidate Requirements:
Essential:
22. Experience in Supply Chain, Subcontract Management, Procurement, Commodity and/or related field
23. Experience managing a team
24. Related degree/MCIPS/BA/MBA or equivalent
25. Ability/experience to manage a medium sized team with focus on policy and strategy implementation, along with operational plans with measurable contribution towards the achievement of results of the sub-function
26. Proactive, flexible and positive attitude
27. Able to lead effectively in a multi functional team
28. Excellent verbal and written communications and ability to brief at mid/senior level
29. Knowledge of import/export legislation and logistical requirements
30. Administration of delivery/acceptance/invoicing of goods and services
31. Experience in or exposure to negotiating medium/high complexity non-standard agreements
32. Experience of problem solving and dispute resolution at senior level
33. Experience or knowledge of MRP, SAP and purchase order placement/material receipt processes
34. Experience of developing and managing subcontractor relationship management and collaborative working
35. Experience of developing supplier improvement strategies
36. Experience of working with complex international suppliers/programmes
