Serco have an exciting opportunity to join the Marine Technical Services Team in Greenock as the Technical Manager.
As the Technical Manager, your role will be to provide leadership and professional technical expertise through line management of the regional Technical team, providing expert direction, guidance and advice. You will deliver safe and efficient Technical Management, maintaining the local fleet in compliance with Company policies, regulatory standards and contractual obligations to sustain the outputs of the Provision of Marine Services Contract. Reporting to the Head of Technical Services, you will liaise closely with Operational department heads to maximise vessel availability to the Customer and facilitate Contract delivery.
The CPMS contract is delivered across 3 main UK locations and there is a need for a departmental lead for the Scotland region in managing the Scotland based fleet and Technical support team. In leading the Team, the position is responsible for the safe and efficient operation of all assigned vessels, monitoring condition and performance. The holder must oversee Flag and Class Certification and Survey status, spares availability, maintenance planning and delivery to the Planned Maintenance System. Based in Greenock, the incumbent will exercise local control of engineering spend essential to the overall financial health of the business, holding the relationship with key Suppliers & Contractors, monitoring and reporting on performance.
Main Accountabilities:
Strategy and Plans
1. Continuously monitor business plans, financial plans and targets taking appropriate action to ensure technical targets are met, including submitting accurate and timely reports
2. Recognising Contract Managers as the internal customer in support of Contract performance deliverables.
3. Technical compliance with Flag and Class requirements.
4. Driving operational efficiency, technical and assurance continuous improvements initiatives and Engineering best practice across the Contract.
5. Identifying, developing and implementing strategy and plans for the effective management of technical risks taking into account latest regulatory requirements
6. Manage risk to ensure refits/maintenance schedule has minimum impact on operational capability
7. Supporting the development and implementation of plans in alignment with the Contract’s Technical objectives.
Operational Excellence
8. As the recognised SME, represent the business to customers and stakeholders, fostering a partnering approach to relationships, actively participating in local LPT customer meetings.
9. Managing the technical aspects of vessel operations in alignment with Company IMS and ISM standards including document control and record keeping.
10. Monitoring compliance with, and utilisation of, the Companies planned maintenance and purchasing systems.
11. Ensure Contract and Operations Managers and DPA are kept appraised of any matter effecting safety or operational delivery.
12. Advising the Marine Superintendent / HSEQ Advisor on development and adoption of Technical operating procedures for the SMS.
13. Lead on Technical investigations as required.
14. Collaborate with Contract design and implement change strategies aimed at cost savings and efficiencies across the regional activity.
15. Support to the Technical Superintendency function as may be necessary
16. SME support to Shipboard Emergency Response team.
People and Organisation
17. Line manage a team of technical specialists, providing leadership to ensure that all staff understand and deliver the Contract in accordance with the business strategy and plans and are motivated to undertake their objectives.
18. Promote a safety culture and attitude of continuous improvement.
19. Ensure all direct reports and staff understand their roles and objectives, managing performance to foster a supportive team culture.
20. Support the recruitment, retention, training and professional development of all staff within Technical teams.
21. Ensure that all activities are undertaken in a safe environment and are fully compliant with MCA, Class, Health and Safety, ISM & ISPS codes and any other legal requirements that may be applicable to the contract at all times.
22. Build and actively maintain relationships with Regulatory Authorities
23. Promote and foster good working relationships with all employee representatives.

Growth and Financials
25. Provide SME input and support the Head of Technical in formulation of budgets and financial forecasts.
26. In line with business plans and procedures, implement effective management and financial control of delegated technical expenditure whilst ensuring services levels are delivered safely and in compliance with the contract.
27. Report on financial budgets, forecasting variances and planning mitigations.
28. Seek best value for expenditure at all times.
29. Identify and exploit opportunities for efficiencies without detriment to safety or levels of service.
30. Ensure all expenditure is compliant with Serco’s governance policies
31. Provision of technical support to organic growth initiatives, working with the port CM to support achievement of the growth aspirations of the contract and/or division.
32. Build and actively maintain relationships with key Suppliers & Contractors providing feed-back on Supplier performance.
33. Act as the Scotland marine business point of contact for Serco Procurement to advise and recommend optimum suppliers.
What you’ll need to do the role:
34. Qualified to at least Class I Engineering Certificate of Competency and/or have a Degree in an Engineering related discipline.
35. A Professional Engineer with an understanding and experience of engineering and technical processes in the Marine Industry. Must have at least 5 years relevant shore based technical experience to include, technical management, knowledge of port and vessel operations, maintenance, Flag and Class requirements/regulations.
36. Project and programme management expertise.
37. Detailed knowledge and experience of requirements of ISM.
38. Detailed knowledge and familiarity with ISO 1 and
39. Familiarity and positive attitude to Computerised Planned Maintenance Systems (preferably AMOS).
40. Extensive experience as sea-going Chief Engineer.
41. Demonstrable successful people management and team development.
42. Commercial acumen and budgetary management experience.
43. Experience of operating successfully within Technical Ship Management environments.
44. Ability to obtain SC security clearance.
45. Full UK driving licence.
