Head of Procurement
Starting salary: £71,000
The role will be responsible for taking a strategic approach to developing procurement activities across the company and driving procurement activities beyond compliance towards excellence. The role holder will also be responsible for ensuring appropriate commercial insurance cover commensurate with the risks it faces.

You will manage property – including buildings, land, coastline, and seabed – on behalf of the people of Scotland. Their purpose is to invest in property, natural resources, and people to generate lasting value for Scotland. The profits go to Scottish public spending.

About the role
The successful candidate for this role within the organisation will be responsible for:
* Managing procurement activities and processes (in collaboration with end users)
* Developing and maintaining the Contracts Register and managing the procurement pipeline.
* Producing regular reports on procurement activities for our Executive Team and Audit & Risk Committee.
* Working with outsourced service providers to ensure procurements undertaken on behalf of procurement policy and relevant Scottish public rector regulations and requirements.
* Suggesting periodic updates/ improvements to Scotland procurement strategy/ policy.
* Line management of the Procurement Manager.
* Driving improvements to effectiveness of procurement activities, maximising input from other business areas.
* Driving procurement as a means of business improvement/excellence.
* Enhancing our clients Procurement Champions Network, ensuring participants receive appropriate training/mentoring/support but also assume responsibility for their procurements.
* Ensuring procurement approaches are commensurate with the scale/complexity of task at hand.
* Ownership and delivery of all procurement-related activities.
* Ensuring all procurement activities (including those delivered by outsourced partners (e.g., Managing Agents) satisfy regulatory and legal requirements.
* Enhancing the Contracts Register, ensuring business-wide compliance and engagement and that our register can inform reporting and business decision-making.
* Ensuring most effective interfaces with other business systems (e.g., finance system, property management system).
* Leading on the production of our Annual Procurement Report.
* Working with our managing agents to ensure their procurement on our behalf meets the necessary requirements.
Essential
* Be educated to degree level (BSc/BA) or equivalent.
* Have ten years plus experience of managing procurement within the Public Sector.
* Have experience throughout the contract life cycle – scoping, procurement/negotiation, contract delivery.
* Be familiar with the Scottish Government Procurement Journey, Public Contracts (Scotland) Regulations 2015, and the Procurement Reform (Scotland) Act 2014.
* Have formal reporting experience.
Desirable
* Hold Chartered Institute of Procurement & Supply membership.
* Practitioner level, UK Government Commercial Skills & Competency Framework.
* Be confident in dealing with senior leadership (internal or external).
* Have experience of a wide range of contract types (goods, services, works).
